India has called for more transparency in the United Nations Security Council (UNSC) terror blacklisting process, criticising its current approach as a “veto in disguise”. India has expressed dissatisfaction over the secrecy surrounding the blacklisting of terror groups and the decisions taken by a select few countries to suit their interests. India’s Permanent Representative P. Harish has called for reforms in the functioning of UNSC subsidiary bodies.
India's main complaint against the UNSC is
that countries that reject the listing of terrorist organizations do not publicly disclose the reasons behind their decisions. Keeping the decisions confidential allows some countries to protect terrorist organizations. Some countries in the UNSC, especially China, are blocking the listing of Pakistan-based terrorists.

the 1267 Al-Qaeda Sanctions Committee , a UNSC subsidiary committee . India's attempts to blacklist Pakistan-based terrorist organizations have repeatedly failed.

India's demand for UNSC reforms
The world is strongly demanding that the functioning of the Security Council be improved. India believes that the UNSC should be able to intervene appropriately at a time when it has become crucial to global peace and security. Reforms in the Security CouncilIndia has emphasized that the talks should not be limited to just talks, but should proceed with a time limit.
India's view on peacekeeping
India is one of the largest peacekeeping troop contributors in the world.
It has sought changes in the functioning of the UNSC to give due priority to Indian peacekeeping forces.
